False: 学校同意他能够上二年级吗？
          Xuéxiào nénɡɡòu tónɡyì tā shànɡ èr niánjí mɑ?
True: 学校能够同意他上二年级吗？

“能够”表示许可，要放在动词谓语之前，而不能挡在充任宾语的主谓词组的谓语的前边。
能够 expresses permission. It should precede the verbal predicate of the whole sentence, not the predicate of the subject-predicate phrase serving as the object.
